📚 Class 10 Economics – Chapter 5

🌟 Consumer Rights (उपभोक्ता अधिकार) 🌟

🛒 The Consumer in the Marketplace

  • We participate in the market as producers (उत्पादक) and consumers (उपभोक्ता).

  • Producers → Work in agriculture, industry or services.

  • Consumers → Buy goods and services (final goods for use).

  • Need of rules & regulations → To protect consumers from unfair practices.

✊ Consumer Movement (उपभोक्ता आंदोलन)

  • Originated as a social force to protect consumers from unethical & unfair trade practices.

  • Major step (1986): Consumer Protection Act (COPRA) implemented.

🛡️ Safety is Everyone’s Right

  • Consumers have the right to protection against harmful goods/services.

  • Producers must follow safety rules & regulations strictly.

📦 Information about Goods & Services

Every commodity must display:
✅ Ingredients used
✅ Price
✅ Batch number
✅ Date of manufacture
✅ Expiry date
✅ Manufacturer’s address

👉 This ensures Right to Information (RTI – 2005).
Consumers can complain & ask for compensation if product is defective.

🚫 When Choice is Denied

  • Every consumer has the right to choose whether to continue or stop using a service.

  • No forceful sale allowed.

⚖️ Where Should Consumers Go for Justice?

  • Consumers can seek redressal (निवारण) against exploitation.

  • COPRA introduced a three-tier system:

    1. District Forum → Cases up to ₹20 lakh

    2. State Commission → ₹20 lakh – ₹1 crore

    3. National Commission → Above ₹1 crore
👉 Appeals possible from lower to higher courts.

🧑‍🎓 Learning to Become Informed Consumers

  • COPRA led to Departments of Consumer Affairs (Centre & States).

  • Logos for quality assurance:
    ISI – Industrial goods
    Agmark – Agricultural products
    Hallmark – Jewellery

🚀 Taking the Consumer Movement Forward

  • India has exclusive consumer courts.

  • 24th December → Celebrated as National Consumers’ Day.

  • Consumer awareness is spreading but needs active participation of people.
